When the WittyP4 L3V7 is connected to the Pi3B+ the red LED on the Pi goes off indicating that the Pi is not getting enough power. Is the WittyP4 broken ?

Witty Pi 4 L3V7 is designed to output up to 3A current, which is enough for the majority of cases. However its actual output current is also limited by its power source. If the power source can not deliver enough power, the actual output voltage will drop quickly when the load is trying to draw more current than it can deliver.
The cause of such kind of issue is usually not the Witty Pi 4 L3V7, but the power source. It is more likely to be the case if you are powering the device with battery. There are already some similar discussions in this forum.
