Witty PI 4 L3V7 Reaction to SWITCH Input

I am using the L3V7 board and the SWITCH input to toggle the 5V output on and off with a 1 shot 555 (pull down via a 2N3904) for about 240ms. I have external 21700 batteries wired in parallel at P2. The P3-1 and P3-6 output goes right to 5.22V when the push button is depressed and that's fine but does not toggle back to ~1V or so when I issue another one shot 15 to 20 seconds later. A long press of the push button switch does bring the output to about ~1V....not sure why this is happening. A short pushbutton press always issue a one shot...I gotta be missing something. The 3.3V is always present for the 555 circuit to operate. Is the long pushing of the button required so the 5V doesn't drop too fast which is powering up a PI 5 to avoid the SD card getting messed up on too quick a power down? The white LED is ON during this long press but does not stays on all the time while the pushbutton is being pushed. After about 5 seconds holding the pushbutton down the 5V drops to ~1V.
