hi. Can we use the Zero2Go Omini with PD3/QC4+ usb power bank and arduino? With a lipoly on another input it will overcome single-channel PD power drop on power bank recharge?

Zero2Go Omini doesn't negotiate PD/QC. PD/QC power source can power it but may (or may not) limits the current.
Whether it will work depends on many factors: power bank's output current, lipo battery's ability, the load etc.
You will need to test it by yourself. I don't think someone could give a certain answer.
