I am looking to use the Adafruit TLC59711 PWM led board ( https://cdn-shop.adafruit.com/datasheets/tlc59711.pdf) with a Witty Pi 4 mini on a raspberry pi zero 2w. To connect the board, I need access to the MOSI (physical pin 19) and SCLK (physical pin 23) pins which I see are available on the ICSP header (P4). Is it okay to use the pins on P4 to connect to this board? Thank you.

Please check page 44 in the user manual.

Those pins you mentioned are not used by Witty Pi.
